Penelitian ini dilakukan untuk mengetahui Dinamika dan Kompleksitas Diseminasi Informasi Publik dari Pusat ke Daerah pada Era Orde Baru dan Reformasi dengan menggunakan Metoda Fenomenologi dan paradigma konstruktivisme. Sembilan nara sumber dipilih berdasarkan posisi mereka sebagai pejabat pengambil keputusan dalam kegiatan Operasional Penerangan (Departemen Penerangan RI) dan Diseminasi Informasi Publik dari Pusat ke Daerah (Kementerian Komunikasi dan Informatika RI). Data dan informasi utama dari nara sumber diperoleh melalui wawancara mendalam, sedangkan data dan informasi pendukung dari berbagai dokumen dan referensi terkait. Hasil penelitian menunjukkan bahwa diseminasi informasi publik pada era Orde Baru dan Reformasi mempunyai dinamika dan kompleksitas yang berbeda. Perbedaan itu sangat diwarnai oleh sistem pemerintah yang berbeda pada dua era tersebut. Pada era Orde Baru, sistem pemerintahan sentralistik, semua diatur dari pusat. Demikian halnya operasional penerangan/diseminasi informasi publik, dalam mendiseminasikan informasi pembangunan, semua ditentukan oleh Departemen Penerangan RI dari Jakarta. Saat itu, sistem yang dianut oleh Departemen Penerangan RI sangat berhasil, antara lain karena ada Struktur Organisasi dari Pusat sampai ke tingkat Kecamatan; Sumber Daya Manusia Penerangan yang kompeten dalam melaksanakan tugas; materi penerangan tersedia sesuai kebutuhan masyarakat dan saat itu RRI dan TVRI “didayagunakan penuh” untuk kepentingan pemerintah. Pada era Reformasi, setelah Departemen Penerangan RI dibubarkan 26 Oktober 1999, penyebarluasan informasi publik dari pusat ke daerah semuanya berubah, utamanya sejak adanya Otonomi Daerah. Pada era Reformasi Pers dan Media Massa tidak lagi dalam pembinaan (“penguasaan”) pemerintah. Pemerintah tidak bisa lagi secara operasional membina dan “memanfaatkan” media massa. Media massa yang ada tidak semudah pada era Orde Baru dalam pemanfaatannya. Jika pemerintah ingin memanfaatkan media massa baik di pusat maupun di daerah harus membayar relatif mahal. Kesulitan yang dihadapi Kementerian Komunikasi dan Informatika RI antara lain adalah tidak ada secara struktural organisasinya sampai ke tingkat Kecamatan, hubungan Pusat – Daerah terbatas pada hubungan fungsional. Kementerian Kominfo RI tidak mempunyai garis komando ke Dinas Perhubungan dan Kominfo di Provinsi dan Kabupaten/Kota. Oleh karena itu, diseminasi informasi publik dari pusat ke daerah pada era reformasi belum bisa dilaksanakan dan berhasil optimal, sementara masyarakat – utamanya di perdesaan masih sangat membutuhkan informasi publik untuk peningkatan kesejahteraan masyarakat. Ke depan, model diseminasi informasi publik dari pusat ke daerah tidak bisa lagi satu model. Model bisa banyak sesuai situasi dan kondisi masyarakat setempat dan berbasis kebutuhan dan budaya lokal tanpa melepaskan dari Negara Kesatuan Republik Indonesia (NKRI).

The research was conducted to determine the dynamics and complexity of Public Information Dissemination from the Central to the Regional Government during the New Order and Reformed Eras by using Phenomenology Method and constructivism paradigm. Nine resource persons were selected based on their position as the official decision-makers in the activities of Operational Information (Ministry of Information, Republic of Indonesia) and dissemination of public information from the Central to the Regional Government (Ministry of Communication and Informatica). The data and key information from informants were obtained through in-depth interviews, while the supporting data and information were gathered from various documents and related references. The results showed that the dissemination of public information in the New Order and Reform eras have different dynamics and complexity. The difference was marked by a different system of governance performed in the two eras. In the New Order era, centralized system of government dominated the system where all matters concerned are governed from the center. Similarly, the operational information/ dissemination of public information, in disseminating development information was determined thoroughly by the Ministry of Information of the Republic of Indonesia in Jakarta. At that time, the system adopted by the Department of Information was highly successful, partly because there were organizational structure starting from the central government and down to the district level; the availability of qualified human resources in performing the task; and the availability of materials that suit the needs of the community, and at that time both RRI and TVRI were fully utilized for the interests of the government. While during the Reformation Era, upon the dismissal of the Ministry of Information on October 26, 1999, the dissemination of public information from central to local changed substantially, especially since the endorsement of regional autonomy. In the Reformation Era of mass media is no longer under the control of the government. Today, the government is expected to pay a large sum to use the mass media’s service, both at central and local levels. The difficulties faced by the Ministry of Communication and Informatica, among others, are the unavailability of structural organization up to the district level, and the fact that partnership between the central and the regional government limited to functional fields. The Ministry of Communication and Information Technology of Indonesia does not have a command line to the Agency of Transportation and Communications and Informatics at the provincial and district / city level. Therefore, the dissemination of public information from central to the regional level in the Reformation Era is still under-performed and less optimal, while the community – especially those in rural areas need public information for the public welfare. In the future, the model of public dissemination from central to the regional level can no longer use one model. The format may vary depending on a need-basis, local circumstances, and culture without removing from the Unitary State of the Republic of Indonesia (Republic of Indonesia).
