Program SDIDTK merupakan salah satu program kesehatan anak yang diluncurkan oleh Depkes pada tahun 1995 sebagai upaya untuk peningkatkan kualitas hidup anak. Kualitas hidup anak merupakan penentu kualitas SDM dimasa yang akan datang. Kegiatan SDIDTK masih dihadapkan pada pengelolaan yang kurang profesional diberbagai tahapan. Penelitian ini bertujuan mengeksplorasi komponen-komponen dalam pelaksanaan program SDIDTK di Kota Bengkulu baik input, proses dan output serta lingkungan. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Informan penelitian terdiri dari informan utama dan informan triangulasi, teknik penentuan informan dengan cara purposive sampling dan snowball sampling. Jumlah informan sebanyak 25 orang terdiri dari pengambil kebijakan dan petugas di Dinas Kesehatan berjumlah 4 orang, Bappeda Kota 1 orang, Puskesmas sebanyak 4 orang , kader posyandu 4 orang serta masyarakat yang datang berjumlah 5 orang dan yang tidak datang ke posyandu sebanyak 7 orang. Pengumpulan data dilakukan dengan wawancara mendalam, observasi dan studi dokumen. Analisis data menggunakan transkripsi, reduksi, koding, kategorisasi, data display dan interpretasi data dimana logic model framework dijadikan sebagai kerangka analisis. Hasil penelitian menunjukan bahwa sisi input mencakup SDM, dana, sarana prasarana belum memadai, ditinjau dari proses yang meliputi perencanaan, pengorganisasian, pelaksanaan dan evaluasi juga belum berjalan optimal, sisi output berupa cakupan program SDIDTK masih rendah sedangkan penerimaan masyarakat sudah cukup baik serta dari sisi faktor lingkungan belum adanya kebijakan atau perda yang mewajibkan pelaksanaan SDIDTK. Optimalisasi pelaksanaan program SDIDTK di Kota Bengkulu dapat dilaksanakan melalui advokasi kepada penentu kebijakan untuk membuat perda terkait SDIDTK, meningkatkan peran leadership, memperbaiki format laporan SDIDTK, melakukan koordinasi LP/LS, melaksanakan SDIDTK sesuai SOP, membuat inovasi untuk kegiatan posyandu dan melakukan sosialisasi berjenjang kepada masyarakat tentang SDIDTK.

The program of Stimulation, Detection, and Early Intervention of Growth is one of the children health programs conducted by the Ministry of Health in 1995 as an effort to increase the quality of children’s life. The children’s life quality is a determining key of human resources quality in the future. The program of Stimulation, Detection and Early Intervention of Growth remains facing unprofessional management issue in various levels. This research aims to explore the components of the implementation of the program of Stimulation, Detection, and Early Intervention of Growth in Bengkulu City including input, process, output and environment. The research uses qualitative method with case study approach. The informants of the research consist of main and triangulated informants. The techniques of sampling method was purposive and snowball samplings. The informants include 25 people consisting of four policy makers and officers of Public Health Office, one from the Regional Body for Planning and Development, four of Puskesmas (Public Health Center), four cadres of Posyandu (Center for pre- and postnatal health care and information for women and children under five) along with 5 people who came to Posyandu and 7 people who did not. The data collection is conducted through in-depth interview, observation and documents study. The data analysis uses transcription, reduction, coding, categorization, data display and interpretation in which logic model framework becomes the analysis framework. The result of the result shows that the input aspect covering human resources, budget, facilities and infrastructure are not adequate. Reviewing the process including planning, organizing, implementation, and evaluation are not optimal as well. The output was evaluated from coverage and acceptance. Of the environment factor, there is no policy yet to oblige the implementation of the program. Optimizing the implementation of the program of Stimulation, Detection, Early Intervention of Growth in Bengkulu City can be performed through advocacy to the policy makers to formulate local regulation regarding the program, intensifying leadership role, improving the format of the program’s report, coordinating with LP/LS, implementing the program in accordance with SOP, innovating posyandu’s programs and socializing the program.
