Society has various interests which can be transformed in to political issue by political parties at campaign session. When political parties win election, those political issues will be formulated into a series of alternate policy. Following this system, political parties have a role to collect the will of society and then use it as consideration to make various public policies. Based on this explanation, the main objective of this research is exploring the arrivalof policy products in Bandung Regency which is produced by the Major. The Major’s party was Golkar, whom won the local election at Bandung Regency in 2010. In 2015, Golkar leadership was ended. thus the researches sues able to examine all of policy products which had been made by the Regent. This research will only focus on rural development policy, which is part of campaign agenda in 2010 local election. The researcher will explore data sources started from Peraturan Daerah (Provincial Level Government Act), PeraturanBupati (Rege.,cy Level Government Act) and Golkar Programs with its Implementations. The method of this research is description with case studies and using qualitative approach. Rural Development Policy is the 6th mission which is responded by policy products. which is consist of 9 unit of Perda, 3 unit of Perbub, and 4 programs with various activities. On the micro-level policies, the policy is distorted because of the mismatch between the tasks and functions BPMPD with reality.Researchers focus on rural development policy, which is part of the campaign for the elections in 2010.Vision and mission of Golkar as the winner of 2010 elections, has become vision and mission of all SKPD even the village chief, the realization of the programs when Golkar’s candidate used rural development policy product as source of campaign in 20102015 local elections for Bandung Regent have been consistent. In the other side, the obstacles are human resources in rural areas which frequently charged when trained by BPMD, late disbursement in rural development and grants for Uninhabitable House (Rumah Tidak Layak Huni) are insufficient and not equally distributed.
