Abstrak

Pengaruh Kompetensi Lurah Terhadap Pemberdayaan Masyarakat Miskin Di Kabupaten Bone Provinsi Sulawesi Selatan

Masalah pokok dalam penelitian ini adalah pemberdayaan masyarakat miskin dalam wilayah pemerintahan kelurahan di Kabupaten Bone Provinsi Sulawesi Selatan yang belum berhasil sesuai target, dan salah satu faktor yang mempengaruhinya adalah kompetensi Lurah. Selanjutnya dari pernyataan masalah tersebut, mendorong penulis tertarik meneliti pengaruh kompetensi lurah terhadap pemberdayaan masyarakat miskin, dengan pertanyaan penelitian seberapa besar pengaruh kompetensi Lurah terhadap pemberdayaan masyarakat miskin.Dalam penelitian ini digunakan desain kuantitatif dengan metode/teknik penelitian explanatory survey, dengan penarikan sampel menggunakan teknik purposive sampling. Uji validitas menggunakan korelasi pearson dan reliabilitas diuji dengan split half method. Pengujian pengaruh kompetensi lurah terhadap pemberdayaan masyarakat miskin, melalui analisis data dari hasil jawaban responden (kuesioner), dengan menggunakan teknik analisa jalur. Hasil penelitian menunjukkan bahwa kompetensi Lurah berpengaruh positif dan signifikan terhadap pemberdayaan masyarakat miskin. Tingkat kompetensi Lurah mempengaruhi keberhasilan pemberdayaan masyarakat miskin di Kabupaten Bone Provinsi Sulawesi Selatan. Dimensi traits memiliki sumbangan pengaruh signifikan dengan nilai yang terbesar terhadap pemberdayaan kepada masyarakat miskin, kemudian disusul dengan dimensi knowledge, dimensi skill, dimensi self concept, sedangkan dimensi motives memiliki sumbangan pengaruh signifikan dengan nilaiterkecil. Konsep baru dalam penelitian ini adalah pemberdayaan sebagai fungsi pemerintahan, tingkat keberhasilannya selain dipengaruhi oleh tingkat kompetensi aparatur, juga dipengaruhi nilai-nilai budaya yang hidup dalam masyarakat setempat. Nilai budaya dimaksud dalam lokasi penelitian adalah nilai budaya “siri’ na pesse” yang merupakan falsafah budaya masyarakat bugis Bone. Budaya “siri’ na pesse” merupakan ideologi masyarakat bugis, dimana kekuatan jiwa dapat teraktualkan melalui penaklukkan jiwa atas tubuh. Nilai budaya “siri’ na pesse” melingkupi seluruh aspek kehidupan masyarakat bugis, yang merupakan jati diri orang bugis. Nilai budaya ”siri na pesse” ini dianut oleh seluruh Lurah dan warga masyarakat Bugis Bone, dan menjadi fenomena yang khas dalam hubungan interaksi antara pemerintah dan warga masyarakat bugis. Dalam kaitannya dengan pemberdayaan masyarakat miskin, bahwa falsafah, ideologi, ajaran dan nilai-nilai yang dianut masyarakat turut mempengaruhi tingkat partisipasi masyarakat terhadap program pemberdayaan masyarakat miskin dan mempengaruhi kompetensi aparatur pemerintahan di kabupaten Bone.

Main problem in this research is poor public empowerment in government village region in Bone Regency of Sulawesi Selatan province is not success as according to target, and one of factors which affect its is chief of village (Lurah’s) competence. Hereinafter of the problem statement, pushing writer is interested to study chief of village competence influence to poor public empowerment, with question of research how big competence influence of chief of village to poor public empowerment. In this research used by quantitative design with method / technique in research of explanatory survey, with sample withdrawal using technique in purposive sampling. Validity test uses correlation pearson and reliability is tested with split half method. Chief of village competence influence examination to poor public empowerment, through data analysis of result of responder answer (kuesioner,) by using technique in path analysis. The result of field observation indicate that competence chief of village influential positive and significant to poor public empowerment. Level of chief of village competence affects success of poor public empowerment in Bone Regency of Sulawesi Selatan Province. Dimension traits has significant influence contribution with the biggest value to empowerment to poor public, then followed with dimension knowledge, dimension skill, dimension self-concept, while dimension motives has significant influence contribution with the smallest value. New concept in this research is empowerment as function of government, level of success of it’s besides affected by level of apparatur competence, also affected by cultural values which lives in the local public. Cultural value is meant in research location is cultural value “siri na pesse” which is cultural philosophy of public of bugises Bone’s. It is cultural “siri na pesse” is public of ideology bugis, where power of soul can be actual through soul conqueror at body. Cultural value “siri na pesse” surrounding the whole aspect of public of life bugises, which is realself of people bugises. Cultural value “siri na pesse” this followed by the whole chief of village and Bugises Bone’s citizen, and become phenomenon which typically in relationship of interaction between governments and citizen bugises. In the relation with poor public empowerment, that philosophy, ideology, teaching and values which are followed by public partaking to affect level of public participation to poor public empowerment program and affecting competence apparatur government in the Bone Regency.
