Penantian Panjang Reformasi Polri

Eight years after separating from Armed Force of Indonesia (TNI), Indonesian National Police (Polri) has not yet to be a professional police institution in democratic policing context. Polri still committed violent practices, and it indicates that as an institution Polri has not yet finished its internal reform. Any kind of Polri’s problem consists of both internal and external such as oversight by internal, parliament, and public, educational practices in police academy, until the institution averse to sharing the police management with the local government. This article argues that the core problems are from the institution itself, the indolence of institution to response any problem, and the public hopes. Those are the reason why Polri does not finish the internal reform yet. This article also offers the solutions to regulate Polri to be accordance with democracy agenda in Indonesia and with democratic policing context. It’s also hopefully that Polri is capable to proof as a professional and civilian police institution.
