The waters at the borders of Indonesia and Timor Leste are very strategic to the state sovereignty and the prosperity of people, because of its richness on fish resources. According to the report of the Ministry of maritime and fisheries affairs in 2012, the potential of fish resources in NTT province can reach as high as 388.700 tons/year, with the allowed catching can be up to 292.200 tons/year. However the actual utilization of this potential is only 34.97%. The challenges in the fisheries management is the decreased ability of fishery resources and damage to the marine environment. The results of the analysis showed the principles of international and national law in the fisheries management has not been fully implemented. Moreover, fisheries management is still to economically oriented while ignoring the environmental aspect. Thus, the management of fish resources in the waters at the border areas is the responsibility of both Indonesia and Timor Leste. The failure to prevent any damage to marine environment, encourage the development of bilateral cooperation and the establishment of joint management commission, as well as implementing an ecosystem-based approach to fisheries management.
