Kajian Keberlanjutan Rencana Pembangunan Kawasan Industri Suge Di Kabupaten Belitung

Penelitian mengenai kajian keberlanjutan rencana pembangunan Kawasan Industri Suge telah dilaksanakan di Desa Pegantungan, Kecamatan Badau, Kabupaten Belitung. Tujuan penelitian adalah untuk mengetahui keberlanjutan rencana pembangunan Kawasan Industri Suge yang diukur berdasarkan tiga prinsip keberlanjutan, yaitu keterkaitan/ketergantungan, keseimbangan, dan keadilan dalam pemanfaatan sumberdaya alam. Aspek yang diamati dari prinsip keterkaitan antara lain integrasi kepentingan masing-masing lembaga pemerintah daerah, partisipasi masyarakat, dan proses sosialisasi rencana; prinsip keseimbangan antara lain kepentingan masyarakat lokal, sistem pemanfaatan air, sistem pengolahan limbah padat, cair dan gas, desain infrastruktur industri, dan sistem pertukaran hasil samping; prinsip keadilan dalam pemanfaatan sumberdaya alam antara lain akses masyarakat terhadap sumberdaya alam, perlindungan terhadap tempat yang bernilai ekologi dan/atau sakral, dan perlindungan terhadap ‘hak” penguasaan sumberdaya alam. Data dianalisis dengan menggunakan analisis isi melalui pendekatan kualitatif. Hasil penelitian menunjukkan bahwa rencana pembangunan Kawasan Industri Suge belum berkelanjutan.

The research about sustainability assesment of Suge Industrial Park plan had been conducted in Pegantungan Village, Badau Subdistrict, Belitung Regency. The objective of the research was to find out the sustainability of Suge Industrial Park plan, which was measured by three priciples of sustainability. The first principle was interdepedency, the second was equilibrium, and the third was socio-economic justice. Aspects observed in interdependency principle were the integration of interests in each local goverment institution, community participation, and sosialization of the plan; those in equilibrium principle were interests of local community, the system of water consumption, the system of waste management (solid, water, and gas), design of industry infrastructure, and the system of by-product exchange; and those in socio-economic justice principle were community acsess to natural resources, the protection of locations that have ecological and/or sacred valued, and the protection of property rights of natural resources. Data were analyzed by qualitative content analysis. It was concluded that the plan of Suge Industrial Park was not sustainable yet.
