Abstrak

Komunikasi Politik Dalam Konflik Seputar Daftar Pemilih Tetap Pilpres 2009 (Analisis Framing Atas Berita Dpt Pilpres 2009 Yang Ditayangkan Metro Tv Dan Tv One) Political Communication In Conflict Around The List Of Permanent Elector (Lpe) On Presidential Election 2009 ( Framing Analysis On Presidential Election Lpe 2009 News That Aired By Metro Tv And Tv One )

Permasalahan mengenai Daftar Pemilih Tetap (DPT) dalam setiap akhir pemilihan umum di Indonesia, khususnya pada pemilihan presiden 2009 telah menjadi suatu ajang perdebatan dan polemik di antara para politisi. Silangkata ataupun polemik telah mendorong lahirnya suatu konflik pendapat di antara para politisi ataupun di antara partai-partai politik yang memiliki kepentingan atas hasil akhir dari pemilihan tersebut melalui perhitungan suara. Media massa dengan gencar menayangkan konflik tentang DPT ke khalayak pemirsa. Keberpihakan media pada saat menyajikan berita ini merupakan sesuatu yang sulit dihindari, setiap media mempunyai keberpihakan yang berbeda-beda, karena tidak mungkin media tidak memihak terhadap sesuatu. Dalam hal ini, keberpihakan media dipengaruhi oleh visi, misi dan ideologi yang digunakan media tersebut. Berdasarkan fenomena di atas maka dalam penelitian ini bertujuan mengkaji dan menganalisis Metro TV dan TV One dalam mendefinisikan masalah, memperkirakan sumber masalah, membuat keputusan moral dan menekankan penyelesaian dalam Konflik Seputar DPT pasca Pilpres 2009. Penelitian ini dilakukan pendekatan kualitatif dengan menggunakan analisis framing dari Robert N. Entman. Hasil penelitian menunjukkan bahwa, (1) Definisi Realitas: Secara umum Metro TV, di satu sisi, lebih mengafirmasi definisi realitas yang dikemukakan oleh pasangan capres/cawapres dan partai pendukung, serta golongan masyarakat. Dan di sisi lain, memberikan negasi atas definisi realitas yang dikemukakan oleh KPU/KPUD dan pemerintah. Sebaliknya TV One, di satu sisi lebih mengafirmasi definisi realitas yang dikemukakan oleh Pemerintah, KPU/KPUD dan golongan masyarakat. Dan di sisi lain, menegasi definisi realitas yang dikemukakan oleh pasangan capres/cawapres dan partai pendukung. (2) Metro TV, menganggap sumber masalahnya adalah Pemerintah dan KPU. Sebaliknya, TV One melihat bahwa sumber permasalahan bukanlah KPU atau pemerintah, tapi hanya sekedar kesalahan administrasi dalam soal pendataan pemilih. (3) Secara umum keputusan moral yang diajukan oleh Metro TV adalah bahwa Kisruh DPT bermasalah secara moral dan politis. Hal ini berbeda dengan keputusan moral yang diajukan oleh TV One bahwa kisruh DPT memang bermasalah, namun semata administratif. (4) Secara umum rekomendasi penyelesaian yang diajukan oleh Metro TV adalah mendesak KPU dan Kementerian Dalam Negeri untuk menuntaskan masalah DPT. Di lain pihak, rekomendasi penyelesaian yang diajukan oleh TV One adalah bahwa pilpres tetap harus berjalan, tidak ada pengunduran dan tidak akan ditunda.

Problems regarding the List of Permanent Electors (LPE) in each end of the general election in Indonesia, particularly in the 2009 presidential election have become an arena of debate and polemic among the politicians. Polemic has led to an opinion conflict whether among the politicians or among the political parties who have an interest in the outcome of the election through vote counting. The mass media aired persistently the conflict of LPE to the public viewers. Alignment of media when present the news is something that is unavoidable, each medium has different alignments, because the media might not take side toward something. In this case, the media alignment was influenced by the vision, mission and ideology used by the media. Based on the phenomenon above, this research aims were to study and to analyze the Metro TV and TV One in defining the problem, estimate the source of the problem, making moral decisions, and emphasizing conflict resolution in the LPE post-2009 election. This research was conducted by using a qualitative approach and used framing analysis from Robert N. Entman. The results showed that, (1) Reality Definition: On one side, Metro TV was Generally more affirms the reality definition which was explained by the pair of president/vice president candidate and supporters party, and also groups of society. And another side, it made certain of the reality definition explained by the Election Commission / Region Election Commission and the government. TV One on the contrary was more affirm the reality definition explained by the Government, the Election Commission / Region Election Commission and groups of society. And another side it made certain of the reality definition explained by the pair of president/vice president candidate and supporters party. (2) Metro TV considered that the source of the problem was the Government and the Commission. On the contrary TV One saw that the source of the problem was not the Commission or the government, but merely administrative errors in the electors’ data collection. (3)Generally, moral decisions proposed by the Metro TV that the LPE problems were morally and politically problematic. This was different from moral decisions proposed by the TV One that LPE was indeed problematic, but merely administrative. (4) Generally, the solution recommendation proposed by the Metro TV was urging the Commission and the Ministry of domestic affairs to resolve the LPE problem. On the other side, the solution recommendation proposed by the TV One was the presidential election must be held, no resignation and will not be delayed .
