It is widely accepted that the concepts of good governance and human rights emerge from different disciplines and have their own nature. Good governance has been defined in different ways by different scholars and practitioners and was a ‘buzzword’ of the 1990s. The World Bank, which is at the forefront in promoting good governance, has consistently called for the practices of good governance. This then leads to the opinion that good governance has been merely an economic concept. Human rights is about the rights of person or groups of persons with corresponding obligation of the State to promote, to protect and to fulfil these rights. Despite the above differences, the purpose of good governance and human rights share the desire of improving the quality of live of the people. The purpose of this article is to outline and discuss the concept of good governance and its relevance to the fulfilment of economic and social rights. It is argued that good governance plays major role to fulfil economic and social rights regardless of the tenson that may occur between good governance and human rights. This article has two main sections: the first deals with the emergence and meanings of good governance. The second will focus on discussion in regard to economic and social rights and on how good governance can play better function to fulfil these rights
