ICT INFRASTRUCTURE AND HUMAN RESOURCES IN BANDUNG MUNICIPALITY’S E-KTP IMPLEMENTATION

Indonesian e-KTP implementation involves ICT infrastructure and human resources issues. Those issues appear due to the change that occurs if e-KTP is implemented. Implementing e-KTP can be risky, expensive and difficult in Indonesia, and also in Bandung municipality. The change is inevitab;e for effective e-KTP implementation, and to gain its benefits. Indonesia has been struggling with economic policy since the Asian economic crisis of 1997. This was followed by political turmoil (the changing of presidents and government system from dictatorial to a reform regime) that affects Indonesian ICT improvement . Since the economic crisis began and political turmoil occurs, Indonesia has missed the opportunity of switching to the new economy based on the information and communications technology (ICT). Improving Indonesian ICT needs capable human resources in ICT. As the new Indonesian economy and administration requires far more sophisticated human resources to manage and utilize the vast opportunities being unshered in by advances in information technology.
Obstacles of e-KTP implementation is the lack of capable human resources in ICT, because ICT is relatively new and the lack of infrastructure. That situation is supported by research that states: computer literacy in Indonesia is considerably low. Hence, education and training is essential to improve human resource sliteracy and skill, especially of public servants in Indonesia. ICT infrastructure improvement os crucial to improve e-KTP in Indonesia and that situation can be improved by enchancing the ICT skill of human resources. About three million public servants had ICT training on a sporadic basic, and it is estimated that less than ten perent of public servants have some awareness of ICT (research by Minges, 2007). It means that the number of human resources capable in ICT is still limited and nedd to be improved.
Improvement of ICT literacy and skill is needed in Indonesia’s e-KTP implementation. Its improbvement in human resources to the improvement of e-KTP and the ability of controlling and managing e-KTP implementation in Indonesia’s bureaucracy will enhance e-KTP effectiveness. This paper will analyze human resource and ICT infrastucture factors in Bandung Municipalicity’s e-KTP implementation: the solution to enhance e-KTP’s imperatives.
