The change in the paradigm of governance currently demanded the government to provide a better service to the society. The provision of this service is faced with the limited ability of governments, limitatiom of financial resources in the form of and human resources management. Solution to resolve this issue is by involving the role of stakeholders, for example through Public Private Partnership (PPP). Local governments who have opted to apply the concept of PPP is the Bandung City Government, one of the sectors of application are traditional market sectors. This research was conducted on a Public Private Partnership between Bandung City Government and PT Marga Tirta Kencana in the developing and structuring Cicadas Traditional Market. PPP is done by the Build Operate Transfer scheme for the ground floor and above, and Build Transfer Operate for semi basement floor with 20-year concession period commencing from March2nd, 2006. Method in this study has used a qualitative approach. The technique of retrieval of informer by means of purposive snowball technique. Research result indicates this partnership not benefiting each other. This occurs because of a problem in the implementation of the partnership not benefiting each other. Itself, for example, delays in development. Mechanism of communicative carried out to gain legitimacy from the trader was not getting results. The absence of technical standard and a standard of service from the goverrnment, coupled with the ability of private parties that are not derived from the retail business. For the government, the benefits are used the government assets by PT MTK and infrastructures improvements, but in terms of service to the merchant could not be said to be optimal. On the other hand, the advantage private parties that profit is still not reached.
