Social reformation is a basic theory of traditional planning. Social reformers are interested in social reformatian specially to public system guidance reformation grand. Decision makers of city planning should omit their political interest for the sake of maintaining public righs. Government should be open minded and involve public in making city planning. lt is hoped that there will be no impediments in legalized city planning policy execution because it is legally bided to both public and government.
