Purpose :The purpose of this paper is to analyze the challenges and obstacles in e-government system implementation in Indonesia. This study also discussed about general position of Indonesia’s e-government all over the world in order to strengthen the arguments that Indonesia still need basic infrastructural improvement for e-government system. Design / Methodology / Approach : This paper designed to be qualitative research. Research method conducted is a case study with secondary data acquisition through the study of literatures related. Findings : From two examples analyzed in this paper, that is Riau and Yogyakarta, it can be concluded that e-government implementation in Indonesia still need more improvements and much more commitments from the leaders (top management). Basically, simultaneously, top management commitments is an important factor that significantly affects the implementation of e-government, especially in local government area. Practical Implications : This paper provide wide analysis of significant factors affected e-government implementation in Indonesia. This raises concerns about e-government itself. The analysis help local government to evaluate themself in judging whether they are already adequate enough to implement e-government or still in the design stage of the system. Originality / Value : This paper provide information collected from United Nations and world-class conference in order to ensure Indonesia’s rank in field of e-government implementation. The information itself served as a wake up call to convince Indonesia’s government that e-government system applied in Indonesia is still faced a lot of challenges and vulnerable.
