Pemilihan Kepala Daerah Secara Langsung: Melahirkan Pemerintahan Daerah Yang Demokratis

The election of local executive, i.e. governors or mayors, is a phenomenal local event. Discourse about this phenomenon ranged from those who supported it and those who were sceptical that direct election would bring good governance in local level. The implications of local executive election are various: (1) changing of the relation between local executive-local parliament-and society; (2) impact to the management of government; and (3) impact to the dynamics of local politics. These implications indicated that there should be some institutional and cultural arrangements to anticipate the negative impacts of direct election, such as reformulation of local executive election’s act in order to place local executive election as a part of general election’s regime.
