Abstrak

Pemberdayaan Koperasi Berbasis Agribisnis

Pembangunan ekonomi kerakyatan di daerah Riau difokuskan kepada pemberdayaan petani terutama di pedesaan. Untuk pembangunan ekonomi pedesaan pemerintah daerah telah mengembangkan sektor pertanian khususnya sub sektor perkebunan berbasis agribisnis. Program ini dapat meningkatkan pendapatan dan kesejahteraan masyarakat di pedesaan. Dalam pengembangan agribisnis masih ditemukan permasalahannya, antara lain: lemahnya struktur permodalan dan akses terhadap sumber permodalan; ketersediaan bahan baku dan kontinuitasnya; terbatasnya kemampuan dalam penguasaan teknologi; lemahnya organisasi dan manajemen usaha; dan kurangnya kuantitas dan kualitas sumberdaya manusia. Salah satu alternatif pemecahannya untuk mengatasi masalah tersebut adalah memberdayakan lembaga ekonomi pedesaan yaitu koperasi. Koperasi memegang peranan sangat penting pada kegiatan pemberdayaan ekonomi masyarakat terutama di pedesaan. Koperasi harus berfungsi sebagai badan usaha di pedesaan dan pelaksana penuh pemasaran produk agribisnis.

The development of social based economy in Riau is focused on the empowerment of the farmers, especially in its rural area. For the development of the economic condition of rural area, the local government has expanded its agricultural sector, especially in the sub sector of the agribusiness based plantation. This program could increase the income and the social welfare of the rural society. However, in developing efforts, there are still some obstacles found, such as: the weakness of capital structure and access towards the capital resources; the lack of raw material availability and its continuity; the lack of knowledge in technological aspect; the weakness of business organization and management; and the lack of quantity and quality of human resources. One of the alternative solutions to overcome those problems is to make use of the rural economic institution which is cooperation. Cooperation plays a significant role in the activities of the society economical empowerment, especially in rural areas. Cooperation must function as a cooperation in rural area and as an organizer of the agribusiness product marketing.
