Abstrak

Pengaruh Pelatihan Dan Kompetensi Terhadap Kinerja Perawat Pada Rumah Sakit Umum Daerah Arifin Achmad Pekanbaru

Perizinan terpadu merupakan sebuah kebijakan pemerintah dalam meningkatkan pelayanan kepada masyarakat. permasalahan dalam penelitian ini adalah kinerja pengurusan izin mendirikan bangunan (IMB) yang disebabkan oleh karena pengorganisasiabn yang belum efektif. Berdasarkan permasalahan tersebut, penelitian ini bermaksud untuk menganalisis Pengaruh Pengorganisasian Terhadap Kinerja Pengurusan Izin Mendirikan Bangunan (IMB) Di Kantor Pelayanan Terpadu (KP2T) Kota lhokseumawe. Teori yang digunakan sebagai pedoman penelitian adalah teori organisasi oleh Stephen P. Robbins, yang terdiri: a) Struktur, b) Desain, c) Aplikasi dan teori kinerja dari Agus Dwiyanto, yang terdiri dari: a) Produktivitas, b) Kualitas Peyananan, c) Responsivitas, d) Responsibilitas, dan e) Akuntabilitas. Sesuai dengan karakteristik penelitian, penelitian ini menggunakan metode kuantitatif, data diperoleh dari informan kunci (key informan) dengan menggunakan metode survey eksplanasi (explanatory survey). Untuk pengumpulan data dilakukan dengan dua cara yaitu pengumpulan data primer dengan menggunakan kuesioner dan wawancara serta observasi. Sementara pengumpulan data sekunder dilakukan melalui studi literatur, Analisis data di uji dengan path analysis (jalur analisis). Hasil uji analisis diperoleh memperlihatkan pengorganisasian yang terdiri atas struktur, desain dan aplikasi secara bersama-sama berpengaruh terhadap kinerja pengurusan izin mendirikan bangunan (IMB). Pengaruh terbesar pada variabel aplikasi, variabel aplikasi didukung oleh variabel struktur dan variabel desain sudah kearah positif.

An integrated permit service is a breakthrough by the government in enhancing services to citizens. Some problems arise, varying from the organizing in improving the performance of acquiring licenses, particularly a building construction license (IMB). KP2T of Lhokseumawe City, authorized by Municipal administration for the acquirement of license, encounters some problems in organizing to improve the performance of acquiring building construction licenses. Based on the problem above, this research was intended to analyze the influence of the Organizing on the Performance of Acquiring Building Construction Licenses at Integrated Service Office (KP2T) of Lhokseumawe City. The theories applied as the research guidance were Stephen P. Robbins organizational theory consists of: a) structure, b) design, c) application and theory performance of Agus Dwiyanto’s consists of a) productivity, service quality, responsiveness, d) responsibility, and e) accountability. In accordance with the research characteristics, the approach of research used a problem of organizing on performance by a qualitative method with descriptive and associative analyses. Data source was from key informants based on an explanatory survey. Data collection was conducted by two methods, namely primary data collection by using questionnaire, interview, and observation, whereas secondary data collection was conducted by processing literature, The results of analysis obtained showed that organizing that consists of structure, design, and application simultaneously has an influence on the performance of acquiring licenses, particularly a building construction license (IMB). The greatest influence on the application variables, application variables are supported by the variable structure and design variables are positive towards.
