The study alms to know the background, comprehension of Cimahi City Government and Cimahi Creative A s soc tall on members, and communication activities ofBIAF as promotional event of Indonesia’s animation industry This research used qualitative approach with cost activism paradigm and case study form of study The subjects of this research were representative of Cimahi City Government and the member of CCA which have been involved in developing animation industry in Cimahi City and organizing BIAF since 2013. They were choosen with snowball sampling method Data were collected through in depth interview, active participant observation, literature. and documentation. Theory which was used in this research were social construction ofreality theory and stakeholder theory. Result from this research revealed that the main reason of creating BIAF was the declaration of Cimahi city as The Center of National Animation Industry Development by Cimahi City Government who makes CCA as partner in taking opportunity as the only city in Indonesia when, tekmatics-based creative industry is developed Cimahi City Government and CCA have utmost similar comprehension about BIAF as promotional event ofanimation industry in Indonesia. BIAFwas also chinned as stakeholder gathering event, as an event to educate stakeholder, as the first international animation festival in Indonesia, as actualization ofCinsahi City as creative city to show the local potentials, and as sustainable strategic step for animation industry development. Communication activity which was done in BIAF was implemented infive main activites which were business meeting, masterclass, talkshow, exhibitor, and competition. The Implementation process of BIAF was conducted through situation analysis, planning and programming, taking action and communication, and evaluation. but those steps have not perfectly done because of the lack ofsupport resources. Advise can he given to this research are that Cimahi City Government and CCA should find more °curate data about the actual needs of animation industry in Indonesia. They should make more complete planning design and increase the communication effort of 111.4F through media partnership and mediaonline in order to gather more stakeholder participation.
